Minutes of Currie Community Council meeting of 13th September 2010.

The August minutes were approved

Matters Arising: M. Bone gave an update on the Farmers' Market. Volunteers are required to serve on a committee and funding to be identified by G. Dane/ M. Bone Juniper Green Farmers market first event is on Saturday 25th September in the Kinleith Arms Car Park.

1.Currie CHS: K. Paton circulated a report and gave a summary of its contents. The school took part in a sustainability event in St Andrew Square, Edinburgh, on 4th September where the staff and pupils displayed all the different aspects of sustainable development they are involved in. HRH the Prince of Wales and Edinburgh Lord Provost George Grubb were visitors and both were introduced to the staff and pupils. The school was saddened by the death in July of S6 pupil Paul Davies. His family, staff and pupils attended a ceremony to install a bench for the use of pupils, which he had used some of his birthday money to have the bench made. The school role has fallen below 900 to 875 at the present and the budget to the school has been cut accordingly.
2.Police Report: Available through the East Currie Neighbourhood Watch website.
3.Chair: Work continues at the Currie Youth and Community Centre mainly on the outside where rubbish, weeds and vegetation have been removed to tidy up the outlook. Mini summit meeting are being held around the city to discuss budget cuts. An invitation has been received from the C&B News to attend their Awards Party on Friday, 12th November in the Currie Rugby Club. A volunteer is to attend.
4.Secretary: All correspondence circulated via e-mail.
5.Projects: An update on all ongoing projects was carried out:
1. Christmas lights — various possibilities were being considered.
2. Outreach to community:
a. Ten minute Presentation — can be ready at short notice.
b. Farmers' Market — a paper was tabled.
6.Sale of Currie hill School: MacDonald Estates Property Partnerships have purchased the school subject to planning permission and plan to let it to a food retail organization. A general discussion took place and the chair invited each of the members of public to express their views. Cllrs R. Henderson and A. Paisley gave an update on the sale and the implications and impact on the area that we face. It was agreed that we should hold a public meeting on Monday 8thNovember at 7.30pm. The venue to be arranged and the Community Council would meet at 6.30pm before the meeting. Macdonald Estates to be invited and a letter to be sent to Phil Wheeler Finance and Resources CEC inviting him to explain the process of selecting the winning bidder for this site. The chair to investigate upgrading the library listed building from "C" to "B" category.
7.Finance: CEC Grant is due this month.
8.Environment: Standards for new housing report received. A letter from a Hilton regarding empty property at 157/159 Lanark Road West was received stating his concern about the general outlook and un-kept garden. Ownership of the property is to be established in order to take action. Ownership of St Mungo's well to be established as the Currie Boys Brigade want to remove graffiti and clean up the area.
9.Flower Tubs: Nothing to report.
10.Currie Youth Club: A 100 club scheme is now in operation to raise funds. Anyone wishing to participate contact G. Dane. Minor repair work continues to be carried out.
11.Youth Rep: Nothing to report
12.Transport: An e-mail has been sent about speed signs and overgrown vegetation on Riccarton Mains Road.
13.Health: Chalmers Hospital has been upgraded and is now the centre for sexual health.
14.Sport and Recreation: Nothing to report
15.Planning: R. Owen circulated his report via e-mail and gave a summary of its contents.
*A planning application to build a dwelling house at land west of 17 Lanark Road West has been received. The proposed house is not intrusive from the road or the neighbouring house, however vehicle access is a bit awkward and although it is not a good idea to build on the few remaining gaps between Currie and Juniper Green, there appear to be no grounds for objection.
* Erection of two storey extension at 9 Easter Currie Crescent refused as it restricts light to neighbours.
* Erection of two storey house extension to rear of property at 126 Lanark Road West has been granted with an amendment to delete the west facing window. We had sent a letter objecting on the grounds of appearance.
*The plans have been resubmitted after consultation with Historic Scotland for the proposed anaerobic digester and composting facility at Kaimes.
16.Licensing: Nothing to report
17.ICT: Nothing to Report
18.ASCC: The following amendments to the Constitution of the ASCC was proposed by G. Dane, seconded by D. Bertram and passed with no one against: "Election of Executive Council Members That the words that 'save the election to the Executive Council as described herein' shall be omitted from clause 5c of the constitution and that the existing clause 5d be omitted to be replaced by the following new version
5d. Two Executive Council members for each region shall be elected from among the area representatives for the region by a postal ballot of all member community councils in the region every second year. Candidates will be validly nominated if they are proposed by any two community councils in the region. The elections will be organised by the National Secretary.
Executive Council and Area Representation
That the first sentence of Clause 5a should be amended to read;
The Association shall be managed by an Executive Council composed of 20 members consisting of the four elected national officers and 16 area representatives — the latter composed of two from of each region as detailed in Appendix 1 to this constitution.
Election of National Officers
That the existing clause 6a be omitted and replaced by the following;
6a. That there shall be national officer posts of national president, national secretary, national vice-president and national treasurer and these officers shall serve in the respective post for two years and they shall be members of the Executive council.
The first sentence of the existing Clause 6 b 'National Officers' shall be omitted and replaced by the following;
Nominations for national officer posts shall be made by member community councils. Candidates must be nominated by at least two member community councils from different local authority areas."
19.City Councillors: The Currie Ride took place on Saturday 28th August, on a smaller scale than in previous years.
20.Date of next meeting:Monday 11th October 2010 at 7.30 pm in the Gibson-Craig Hall
